An exciting opportunity has arisen for two skilled Web Developers to work with the Website & Intranet Improvement Programme to help develop and improve the Student and Staff digital experience for Cardiff University. The programme’s aim is to deliver specific improvements to the University website and intranet (focusing on mobile optimisation, the global performance of the website and the personalisation of the intranet).

You will be part of an established project team, within the Digital Communications team situated only a couple of minutes’ walk from the University campus and town centre. The post holder will take responsibility for the development and implementation of the mobile optimisation of the website and intranet, optimising the design and speed for mobile audiences. This work will be supported by the introduction of a new mobile-optimised design framework and new mobile-friendly search capabilities.

The role holder will take responsibility for the design, development, integration, testing and documentation of a number website and intranet improvements.

We are looking for experienced developers comfortable designing, developing, integrating, testing and documenting these critical improvements, improving the user experience of the University’s digital platforms.

We work in an agile way and expect knowledge of standard good practices - version control, test-driven development and documentation are required.

One post is fixed-term for 6 months and the second post is fixed term for up to 12 months. Both posts are full-time.

Salary: £32,548 - £38,833 per annum (Grade 6)

Job Description

The job requires the role holder to:

  • Contribute to a centre of expertise within the organisation, taking responsibility for the development and maintenance of complex technical systems, covering all aspects of the systems lifecycle including investigation, analysis, specification, design, building, testing, operation, maintenance, upgrade, migration and obsolescence.
  • Take responsibility for the specification and design of large or complex systems, covering for example: objectives, scope, constraints (such as performance, resources etc.), hardware, network and software environments, main system functions and information flows, data load and implementation strategies, phasing of development, requirements not met, and alternatives considered.
  • Agree appropriate design standards, methods and tools in consultation with senior management, ensuring they are applied effectively and take account of enterprise and solutions architectures.
  • Ensure that all work is documented using the appropriate standards, methods and tools, including prototyping tools where appropriate. You will ensure that designs take full account of specified requirements and constraints, including any potential safety-related aspects, and are appropriate to the target implementation and support environments.
  • Liaise with colleagues where appropriate, to review and revise cost benefit analyses, risk analyses and development plans to take account of design decisions.
  • Provide advice and guidance to business management, analysts, designers, and less experienced colleagues on all aspects of design and technology.
  • Ensure that all tasks and procedures are carried out effectively and efficiently to agreed levels of service or specific requirements of Service or Operational Level Agreements. Gather and record service level information. Produce statistics for use in measuring key performance indicators (KPIs).
  • Receive and log requests for support from the service desk, other service delivery staff and/or users. Prioritise requests in accordance with agreed criteria and the needs of the organisation.
  • Ensure that problems are managed in accordance with agreed standards and processes, and that escalation procedures are adhered to, responding to escalated, complex and high impact problems in a timely fashion.
  • Work within matrix-teams of staff across Information Services to deliver enhanced technology solutions to the University, providing advice and guidance to analysts, designers, and less experienced colleagues where necessary.

Person Specification

Essential Criteria 

  • Excellent interpersonal and communication skills, both written and verbal.
  • Good organisational skills with the ability to work flexibly to prioritise successfully under pressure.
  • Demonstrable knowledge and experience in problem, error and knowledge management analysis, resolution and delivery techniques
  • Able to document complex technical solutions in a logical and clear framework that can be readily understood by others.
  • Excellent and proven relationship management skills with experience of managing the requirements of stakeholders
  • Demonstrable experience of utilising toolsets for monitoring, auditing and reviewing service support performance.
  • Proven ability to shape developments through active participation within teams and groups
  • Demonstrable experience of writing good quality, maintainable code for large-scale web applications using HTML, CSS, JavaScript and RESTful web services.
  • Working knowledge of cross-browser issues, accessibility standards and usability.
  • Experience developing within content management systems

Desirable Criteria 

  • A degree or equivalent experience / professional qualifications
  • An understanding of ITIL service management, or similar.
  • Ability to write unit and integration tests using automated test frameworks.
  • Fluency in Welsh, written and oral.

Additional Information

  • Consult with and advise Project Managers to help them plan, prioritise and set project milestones to ensure that resources are appropriately deployed in order to meet deadlines.
  • Monitor the market to gain knowledge and understanding of current and emerging technologies. Identifies new and emerging hardware and software technologies and products based on own area of expertise, assesses their relevance and potential value to the organisation, contributes to briefings of staff and management.   • Liaise with designers and planners from external suppliers and service providers, to ensure that technology requirements (particularly technology response times, volumetric information and security requirements) are reflected in the overall specification.
  • Review technology costs against planned budgets, taking into account public tariffs and new technology developments; liaise with technology suppliers of equipment, software and services, evaluating proposals and approving changes to technology design where appropriate.
  • Within own area of competence, provide correct responses to requests for support by means of for example: making system modifications, developing work-arounds or site-specific enhancements, manipulating data, reconfiguring systems, changing operating procedures, training users or operations staff, producing additional documentation, or escalating requests to systems development staff or software suppliers.
  • The post holder is expected to participate in the project as appropriate and to carry out any tasks as directed by their line management that are appropriate to their grade and/or skill set.
  • Establish relationships with key contacts to ensure role objectives are met, developing appropriate communication links with internal and external stakeholders as required.
  • To ensure compliance with legal and regulatory requirements in respect of equality and diversity, data protection, copyright and licensing, security, financial and other University policies, procedures and codes as appropriate.
  • You may also be asked to perform other duties occasionally which are not included above, but which will be consistent with the role.
  • Where the role requires management responsibilities:
  • Be ultimately responsible for development and pastoral care and welfare of the staff under your line-management including objective setting, appraisal, performance review and training. Be a point of escalation for welfare issues including dealing with matters where there are no set guidelines or procedures.
  • Ensure that staff for whom you are responsible operate within appropriate risk assessments and operating procedures and are compliant with all University procedures and policies.
